Jeff Penney

Operating experience complimented by strategy work as a consultant and in-house.

Jeff retired in 2025 from Two Sigma Investments where he was Co-Chief Operating Officer with responsibility for all corporate functions — risk, finance, legal, compliance, human resources, facilities, business development and strategic investments. He also served there as Co-Chief Human Resources Officer and as Chief Strategy Officer.

Before returning to Two Sigma as Chief Operating Officer he advised the data and analytics division of a large exchange group on product strategy. Earlier he was Global Head of Strategy for the Corporate and Investment Bank at JP Morgan, and a Senior Adviser at McKinsey & Company, where he sat for two years on the global Operating Committee for the Corporate and Investment Banking practice and was primary author of eight white papers.

Before consulting he spent twenty-three years in operating roles at Merrill Lynch (Head of Americas Equity Sales, and Co-Head of Global Markets Financing and Services), Morgan Stanley (Head of Equity Financing Products, Co-Head of Equity Product Marketing, and Head of Tax-Exempt Capital Markets), Credit Suisse Financial Products and First Boston. The experience spans equity and fixed income markets, investment banking, and the sales and trading of cash, derivative and financing products.

He holds a BSE in Electrical Engineering and Computer Science from Princeton University, where he serves on the Advisory Council for the Department of Operations Research and Financial Engineering. He is a co-founder of Wealth Technologies Inc., a provider of algorithmic personal financial advice acquired by MoneyLion Inc.

How it runs

What is published, and what is not

Published

The thinking. Every paper and note is on this site, in full, without a form. Reading them is the reasonable way to judge whether the practice is useful to you.

Not published

Client names, engagement sizes and outcomes. There is no logo wall and no case study, because the firm's usefulness is not a function of who else has hired it.

We work by introduction.
